What is the Rede?

Rede Social is a local governance body that coordinates and bring together local stakeholders from social economy. It aims to:
- Tackle poverty and social exclusion
- Promote a coordinated social development strategy
- Encourage inclusion and social cohesion
The Council of Ministers Resolution of 18th November 1997 frames Rede Social as an active social policy programme that fosters a broad partnership work, based on the development of a collective awareness on social problems, which contributes to leveraging optimizing service providers initiatives and interventions at whitin Cascais municipality. Rede Social oversees Cascais Social Intervention, through the implementation and of a territorial strategic plan.
Strategic Goals:
- Develop an effective and dynamic partnership between public and private entities while aiming to a, coordinated social intervention between local stakeholders
- Promote integrated and systematic planning, by enhancing synergies, skills, and resources at a local level
- Ensure effective social responses and interventions within municipality
Specific goals:
- Encourage a participatory social diagnos and strategic planning
- Promote coordinated interventions at a municipal and local levels
- Foster solutions for problems faced by families and individuals in situations of poverty and social exclusion
- Provide training and qualification for agents/professionals involved in local development processes
- Promote equity within municipal coverage of social equipment and services
- Build and disseminate knowledge regarding municipality state of the art
How does it work?
Rede Social is composed by:

- Thematic and territorial partnership networks, platforms, and consortia
The Local Committee for Social Intervention (LCSI) is composed by public and private entities that have formally joined Rede Social of Cascais. It is chaired by the Mayor of Cascais and has the following responsibilities:
- Raise awareness for social issues and promote initiatives to tackle poverty and social exclusion
- Facilitate a participatory preparation of Cascais social diagnosis, the Social Development Plan, and the annual Action Plans
- Encourage collaboration between public bodies and private entities to ensure a concerted approach in preventing and addressing social issues
- Take in consideration and address the inputs from the Local Committee for Social Intervention Advisory Board regarding the implementation of new social responses

The LCSI operates in an Assembly, through a system of representation, in which the following members have seats:
- Entities that have joined the LCSI
- The local advisor for gender equality
- One representative from each Local authority network and one representative from each thematic network, without voting rights
- Representatives of Municipal Councils, without voting rights
The Local Committee for Social Intervention Advisory Board (LCSIAB) is a management body that drives Rede Social. It is composed of seven members, including mandatory representatives from Social Welfare, Cascais City Council, Local Health Units, and a non-profit entity elected by its peers in the Assembly. The remaining three members are elected through a list in the LCSI Plenary for a two-year term.

The Steering Committee is a strategic decision-making body responsible for guiding and strategically driving Rede Social activities and initiatives, in line with the Social Development Plans and the general guidelines approved by the Local Committee for Social Intervention. It also sets strategic challenges for the LCSIAB regarding the development of Rede Social as well as the social development in Cascais.

We Care
How to become a member?
Rede Social is an independent network of organizations based on a voluntary membership of its members. Any public or private entity (whether for-profit or non-profit) can join Rede Social Cascais, but only if they meet the following requirements:
- Operate within the Municipality of Cascais (or, if not operating locally, their scope of work should be relevant to the social development of the Municipality)
- Being an active stakeholder for at least one year and collaborate (in partnership) with organizations from Rede Social Cascais
- In the case of profitable or private entities, alongside the membership request, they must explicitly state their contribution to local social development (e.g., expertise, social responsibility – internal or external, sponsorship, etc.) and demonstrate the added value their membership brings to the goals of the Social Development Plan
To request a membership in the Rede Social, organizations fill out a membership form.
Once the request is received, it will be reviewed by the Local Committee for Social Intervention Advisory Board, which will assess whether the listed requirements are met. Membership is formalised during an assembly session of the Local Committee for Social Intervention, through a vote by its members.
